The Government of Cantabria is moving forward with the digitalization of social services through the DIGICASS platform, developed by CIC Consulting Informático.

From ICASS to the DIGICASS Digital Transformation Platform

The Cantabria Institute of Social Services (ICASS) has launched a digital transformation process aimed at modernizing the management of its services and making itself more accessible to citizens. In order to do this, the Government of Cantabria has entrusted CIC with the development of DIGICASS, a technological platform that has brought about the digitalization of social services across the region.

Starting Point: A Fragmented Systems and Inefficient Manual Processes

Before the implementation of DIGICASS, ICASS´s operations were based on an outdated ecosystem of multiple applications, with a strong reliance on paper-based processes.

This situation made case traceability difficult, generated inefficiencies and limited the organization’s ability to respond to the growing social demand.

The need for a single, modern and scalable platform was driven not only by administrative efficiency requirements, but also by the commitment to provide more coordinated, transparent.

DIGICASS: A Unified and Scalable Technology Platform

CIC has developed DIGICASS, a comprehensive solution based on AMAP 3.0 technology, designed to centrally manage case files, automate key processes and facilitate multichannel coordination among professionals and collaborating entities.

The platform is built on a modular, interoperable and continuously evolving architecture, enabling the integration of different workflows within a single environment. Thereby eliminating information silos and providing a unified view of citizens and their service pathways.

Key Technical Capabilities of DIGICASS: 

  • Configurable rules engine for task and decision automation.
  • Integration with external systems through APIs and open standards.
  • Single information repository with secure, role-based access control.
  • Real-time monitoring dashboards and advanced analytics to support decision-making.

MiDIGICASS: Bringing Social Services Closer to Citizens 

MiDIGICASS also has a mobile application that allows citizens to digitally access their disability card and large-family card, eliminating the need to go in person. MiDIGICASS´s philosophy is for there to be a proactive digital relationship between the Administration and citizens. New functions will be added to better user autonomy and facilitate access to social rights through a secure, accessible interface focused on citizen experience.

Results and Benefits of Social Services Digitalization 

The implementation of DIGICASS will lead to reduced processing times, better case tracking, evaluation and improved coordination among professional teams.

Beyond its technological impact, the project is driving an organizational and cultural transformation within ICASS, aligning its strategic objectives with a realistic, scalable technology roadmap focused on public value.
